Realization of 1st stage “Building of 4 satellites-cities of Almaty in Almaty region” has began.
Decision of building 4 satellites-cities was taken in 2006. Erecting of which is planned in northward of highway Almaty-Kapchagai. Master plan of constructing “G4 City” was developed. By plan in few years cities Almaty and Kapchagai will interflow in one megapolis, and 4 districts will join it. Green city will be located on coast of Kapchagai reservoir and it will become tourist center surrounded by numerous cottages, entertainment complexes and golf fields. Research and production center Growing city which will become logistic datum node, connecting Kazakhstan with Russia and China, and will be built in Nikolayev bridge district. Golden city erected in Dmitriyev bridge district will get status of University City and medical zone researches will become its connecting link. District of Pervomayka, which is now outskirt of Almaty will become its gates and its name will be Gate city. It will turn into business center.
For realization of this plan due past period by main designer of the project G4 City was made huge job: made topographic and geological engineering survey, design of detail planning, master plan were developed and approved in authorities, also were approved technical economic assessment of engineering networks. Local railways and thoroughfare is being built for constant supply with construction materials for object. Whole length of roads will be 14km. Through highway Almaty-Kapchagai land-surveyors is making marking works, highway engineering is used- grader, excavator, bulldozer.
At the same time in district of Intymak village are made construction of gas network, gas distribution point with length 8.5km. Gas network will provide gas supply for satellite-city Gate City, in addition residence areas around city will also be gas supplied.

Initiators of the project sure that despite hard financial situation in country satellites-cities of Almaty will be built. Experts doubts in profitability of the project and think about unclean expenditure of government resources.
As told by commercial director of the project Yerzhan Durumbetov in last year government appropriated funds 1.026 billion tenge on building of satellites-cities of Almaty, that are planned to be built in north way. Mr Durumbetov told that money was spent on designing of master plan. “Now we own about 3,5 thousands hectares of land from planned to buy 8 thousands he. It is more than enough, because in case of designing master plan are taken into consideration rules according to which 25% of territory should be given on building of park zones, more 25% should be reserved area. ” By his information now are making works on G4 City are working on technical and economic assessment and design estimate documentation.
Mr. Durumbetov told that in this year are planned more appropriated funds on sum 1.475 bln tg. that will be used on development of infrastructure. He mentioned that biggest part of investments on realization of project is allocated by private shareholder. “Kaspian group- is our only shareholder”- he mentioned, told that in whole period from 2008 to 2010 by government program of house-building planned to allocate funds more than 13 bln tg on constructing of satellites-cities. “If we see that planned funds have not been reduced now than in future it would be without changes-I think. Because starting work on engineer networks, would be unreasonably to interrupt it now, government would not bury money” – he supposed.
According to mr. Durumbetov initiators of the project are intended to achieve that on every person in satellite-city would be about 28 sq.m. of accommodation. “We think that it is realizable. For example in Europe this measure is equal 45 sq.m/ per person”- he shared plans, he added that building of satellites of Almaty are by government, that is why project G4-City will be realized.
“First that is catching one’s eye even to ignorant observer- it is opacity of project realization. Although design survey works are sponsored by budget funds” - shared his opinion head of the company Qncepto Consulting Oleg Alferov. On his view, first of all, initiator of the project should worry about demand-most important even in long-term prospect aspect in realization of such projects.
“It is unknown what will motivate potential buyers in future satellites-cities. Especially if take in account that in nearest 3-5 years is expected redundancy of offer in Almaty ” – Vr. Alferov forecast.
He doubts that budgeting of the project will be in needed volume.
“Government cannot properly realize social program “100 schools, 100 hospitals”, but in this case there is more ambitious targets”- he mentioned. On other hand project is lobby by very powerful people mr. Alferov supposed. “About that evidenced even that the project is not cut”- he added
“Project for sure would be realized for a long time, especially if consider crisis situation in country. On her opinion major problem that can be faced by initiators is infrastructure. “If government could provide satellites-cities with all necessary communications, than maybe private investments will be covered. Example of Almaty is demonstrating that many constructions were stopped because of problems with water, heat, electricity connections. ”- established mrs. Aybasova.

Initial screening of the project master plans of 4 satellites – cities Almaty G4 passed in regional center of Almaty region. In this time developers of LLP “Project institute “G4” presented detailed planning of infrastructure objects. Especially in provision of transit transport corridor West Europe – West China, railway line Horgos-Zhetigen and highway that will not only unload transport main road of Almaty, but will give opportunity of free commodity circulation with countries of near abroad and foreign countries.
As it is known by the project “G4” is planned to create 4 satellites-cities across Almaty. As informed by deputy akim of region Bolat Takenov by committee was defined term in which all remarks should be eliminated. And in December it is planning to approve and sign design of master plan of satellites cities.
Construction will begin in 2nd half of 2009. All works on constructing supplying of engineering networks planned to be finished in 2025.
In the judgement of idea authors in case of whole realization of this great and long-term project will be considerably improved ecology and expanded territory potential of Almaty, also will improved economic position and development of Kapshagay city, will be created thousands of workplaces.

Four of new Almaty satellites- cities join in one conglomerate under common name G4 City will appear till 2030 along route Almaty-Kapshagay. First rock of Gate city nearest to south capital will be placed in this year. We was informed by Laura Gabdeyeva deputy director of business development department LLP “G4 City”.
Remind that building of 4 ultra-modern cities which lump sum is $20 bln was decided in 2006. Development of the project that started in June last year is almost finished. Every city will have its own function: Gate city will become business and financial center on national and regional level, Golden city culture-entertainment and educational center of Almaty region, Growing city “incubator” for representatives of small and middle business on territory of which will be located industrial enterprises, Techno Park and logistics centers, and finally Green city – tourism center.

In the summer were approved expenditures for Akmola region for conducting of preliminary works on the development of the village Koshi, as satellite city of Astana 1.123 billion. tenge. JSC “Caspian investment holding” signed contract valued $ 4.5 million with a British company “Stramit international”.
Mr ten reported that construction of the cities of Almaty along Highway Almaty-Kapshagaj will start closer to 2010. As noted presented on session Deputy Akim of region Amandyk Batalov, do not doubt that the alleged State program of Almaty 4 satellites cities construction is utopian and will be ceased. The basis for development of the project became highway Almaty-Kapchagai (Kazakhstan), along which there will be four cities with different functional purpose: Gate City-a major business centre; Golden City-Centre for culture and recreation, Growing City scientific and logistics centre; Green city-territory for active rest.
First step in implementing the project G4 City will be the construction of the Gate City on the territory of 1.2 th. HA. Gate City will become new business and financial centre with population about 130 thousand of people.
Golden City that will be located on the territory of 1.6 HA will become cultural entertainment and educational center in Almaty region. Here appears Olympic Stadium of international level and numerous Funfairs. It is expected that in city will live about 50 thousand of people. Industrial enterprises and logistics centers of region will be located in town Growing City of 2.6 th. HA. Here will be transferred enterprises from Almaty and Kapchagai, on which will employ more than half of the population of the city (57 thousand people).
Zone Green City will become the center of recreation and tourism and will be located on the coast of the Kapshagai Lake. Here will live more than 52 000 people.
As noted on presentation of the project G4 City will help to solve the problem of housing building in the region, will facilitate the development of industry and growing capacity of scientific potential and creation of new jobs. Project will be implemented in several stages until 2030.

How many will be “new Almaty citizens”: Construction of new satellites cities can provoke falling of prices on property in Almaty.
In five years, Kapchagaj and Almaty unite in one megapolis through satellites cities. Although construction has not started yet, developers already know how many people will live in new areas.
News that on the North of Almaty will appear four satellites cities was heard a month ago. Immediately after this real estate prices in the Almaty I began to grow, and residents of the region Pervomajka, where will be located so-called Gate City, already know that soon they will live in new trade center of the city. Now developers call the exact number of citizens of Gate City – in five years there will live 129 000 people. It will be the biggest residence area. Green City that will be built directly on the shores of the Kapchagaj reservoir, by developers was presented as a large tourist center it will accommodate 52 thousand of people.
In the industrial Growing City (district of Nykolaiv bridge) will be settled 57 thousand of people. And another 49 thousand of people will live in the Golden City that located in district of Dmitrievsky Bridge. Now such calculations are making by employees of specially crafted Design Institute G4, which conducts all work on the general design of cities, makes topographical survey, calculates the cost of construction, etc. On the language of specialists work on expansion of Almaty on north is called "first level of urbanization”. Now Design Institute is looking for manpower, trying to attract leading international design and architectural Bureau.
– Sales strategy and promotion strategy is developed parallel to the development of satellite cities master plan, says PR Manager of "G4 city" company Tatyana Neverko. – I think that the work on the general design will be completed by the end of 2008.
However, the Government is introducing new restrictions on construction in Almaty and trading operations with real estate. So, at the end of May, considering the Master Plan of Almaty 2020, Prime Minister forbade selling land in the city "until special order’.
Experience of building satellite-cities in Belarus and Russia shows that there moving to live people with middle-income. Most important for the development of such cities – are normal roads and comfortable infrastructure. Here should appear shops, banks, pharmacies, schools. In this case towns will become attractive to live.

In this spring by the orders of President of the Republic of Kazakhstan Government decided to construct satellites-cities of Almaty.
"Our main goal is to offload the southern capital"- President of the Republic of Kazakhstan N. Nazarbayev noticed. The population of Almaty now stands at about 1.5 million, but in summer, this figure rises to about 2 million. On July 4, 2007, the project construction of satellites-cities along the route, Almaty – Kapchagaj was presented to public.
According to the project, four small cities (each performs its own function) will join in one city-conglomerate-G4 city. The first step in implementing the project will be construction of Gate City in northern part of Almaty, in district of v. Pervomayskoe. This city is planned to be business and financial centre, where will be located business centers, hotel complexes with international level and commercial and entertainment centers. Besides commercial real estate in the city will be assigned place for residential area. Residential area will include housing of economy and business class.
Around dmitrievskaya road junction on the Kapchagai Highway, approximately in 15 km from the border of Almaty, will be build Golden City, which will become cultural - entertaining and educational center in Almaty region. The distinctive feature of the city will be campus. Also in "Golden City" is planned construction of Olympic Stadium, satisfying international standards.
In residential area are planned constructions of low-rise and multi-storey buildings, and the social infrastructure, public and municipal buildings. The third city will be called "Growing city", its location planed to be at intersection of Nikolaev interchanges and route Almaty – Kapchagaj, 34 km from Almaty. Main part of territory of the city will be busy with industrial area; residential construction will take about 15% of the area.
Creating industrial complex will be effected by transferring already existing enterprises from the cities of Almaty and Kapchagaj, and by creating new competitive productions. For new productions Government intends to create special conditions that will stimulate their development, it means that government will grant land and provide with engineering networks.
On the southwest coast of the Kapchagaj reservoir will be located fourth satellite town – Green City. It will be a tourist centre with residential area, business centre, exhibition and conference rooms, the hotel complex, shopping centre, Sports Centre, oceanarium, a water park and Yacht Club.
On construction of satellite- cities Government of Kazakhstan has laid out 13. 5 bln. Government is interested in attracting investments for development of new satellites-cities. In this project is set to support public-private partnerships.
Sale of residential and commercial properties in new satellites-cities under conditions of equity participation is not conducted.

From 2007 in Almaty region will begin construction of satellite-cities towards Kapshagai. About it on a press conference announced the Chairman of Construction and housing utilities Committee of Ministry of industry and trade of Kazakhstan Kaisar Omarov.
"In last time leadership of the country notes that in some regions of the country, in particular in Almaty and Astana, it should be possible to build housing in satellites-cities", said K.Omarov. According to him, decided to build towns that will be "dormitory area", on distance of 6 km from the city.
According information of the Chairman of the Committee, the State will fund construction of infrastructure, engineering networks and communications. "Under infrastructure I mean schools, hospitals, kindergartens," K. Omarov.
Furthermore, by his words, "in satellites-cities will be manufacture and production zone, because people need to work somewhere". "Part of the production will be moved from Almaty, as well small businesses enterprises will be created.” Creating of productions will be decided through public-private partnership, it means that in share of States will be included land and engineering network and private enterprises will come with their investments”, told K.Omarov.
According to the Chairman of the Committee of construction, development of production "will be implemented through a specially created in odd-come-shortly socio-entrepreneurial Corporation (SPC)".

First city in district of Pervomajka at the intersection of route Almaty – Ust-Kamenogorsk and Big bypass road of Almaty – will receive name Gate City and it should become an international business centre. Second city Golden City built around Bridge Dmitrievsky as a residential area. Third is the Growing city in area of Nikolaev bridge – will become industrial center. Fourth -Green City will be raised on the banks of Kapshagaj reservoir as a Center of tourism.

Project “G4 City”. Between Almaty and Kapshagai is decided to be built several satellites-cities 18.02.2007
On the route Almaty-Kapshagaj will be built several satellite-cities to reduce population density of Almaty. Caspian investment holding offered specially developed project G4City, which involves the construction of four satellites-cities in interchanges of road. It was discussed on meeting of authorities in government where talked over development of two "gambling" zones in Akmola and Almaty regions-there will be accommodated all Casino of Kazakhstan. Akim of Almaty region Serik Umbetov reported that several foreign investors had already expressed desire to invest in development of Kapchagaj zone. And in Kokshetau will be reconstructed airport, roads and renovate old network communications. The Government soon will develop master plan, under which will be built up and develop resort zones Borovoye and Kap?agajskogo reservoir.
