The city will become a business incubator for small and medium business. Considerable amount of industrial products in Growing City will be made by small enterprises. According to this indicator Growing City will take one of the leading places in the area. Significant role in the economy of the city will play a small and medium enterprises and scientific and technological innovation profile, especially in the field of telecommunications and instrumentation.

Industry enterprises of multisectoral direction, techno, and logistics centers will form the basis of economic potential of Growing City. The enterprises will employ more than half of the total employed population of the city. Creation of industrial complex will be done both by moving of existing enterprises from the cities of Almaty and Kapshagay, and by creating new competitive industries.

In technology park it is suggested construction of research institutions (or their affiliates), laboratories and training centers. Strategy for Science Technology and Innovation Development in Growing City will seek to increase contribution of science and technology in socio-economic development of the territory, to improve ecological environment and human health, enhancing relationship of science, production and education.

A number of “earlier great” industrial enterprises of Almaty were unable to find position in today’s market conditions, and practically ceased production. Moving of such enterprises to Growing City will make conditions for their revival or changing the line of business. There will be free economic zone, which will provide more opportunities for modernization of technological equipment and development of new products that meet current market requirements.
