City master plan of Green City defines economic and territorial functional destination of the city based on comprehensive analysis of urban conditions and resource potential of the staged implementation: I - 5 years, II - 7 years, III - 10 years. All project proposals are planned to realize in 22 years.

The master plan is the basis for formulation of long-term, medium-and short-term social economic formation of the city, plans for the priority construction.

The whole architectural space organization and composition of the city is defined by the  main focus, which is the water. The proximity of large water space allows including it in the architectural and urban planning solutions for the coastal parts: creation of canal and artificial island networks.

Plot of the projected town of Green City is sharp continental climate of temperate desert zone, which creates relatively favorable conditions for the formation of green areas. But the coastal landscape has a unique microclimate. Natural wood-shrub vegetation is represented by small groups of elm wood, and in coastal parts of the zone by thickets of reeds. The western part of the projected area is closed by artificial elm planting.

The climate is one of the main natural factors forming the human life condition. It defines the design features of the home, opportunities for employment in the open air or in rooms of unequipped communications, schedule of the rest needed for recovering of life vitality.

In determination of the general goal for strategic plan of city formation, improvement of the life quality for all segments of the population, the leisure and tourism has a major role, as in the urban economy it should take one of the priority place.

Total population number of Green City will be 53,184, of which the resident population is 21000 people.

In terms of flat terrain, it is important to emphasize the wide center of the city by increasing the number of storeys (2 to 4-storeys), which should decrease from the center to the periphery.

Residential district

Constructed residential areas should be organically integrated into the total complex of the city, should be well-connected with all the other parts of the city by main streets, including the wide and district centers, stations with high-speed transport, parks and other points of gathering of population.

Residential construction is divided into four residential areas:

• The first residential area includes the northern part of Green City, comprising the central part of the city of 2-4 story buildings, townhouses, school and kindergarten, city park, squares, race circuit, areas for maintenance of circuits, marine and municipal areas.
• The second residential area includes the south-western part of the city comprising part of city center, territory of 2-4 story buildings, townhouses, estate development area, hospital campus, two schools and 4 kindergartens, parks, and theme park.
• The third residential area includes three islands with resorts and entertainment facilities and shopping services.
• The fourth residential district concerns the elite low individual buildings located in the southern part of the city around the golf courses on two islands, along the south-west coast.

Central District

The administrative business area in the city center is selected according to the functional zoning. Buildings of business complexes and business centers are organizing a new city square, where there may be wide variety of activities. Tourist Associations, conference, congress halls, legal companies, advertising agencies, publishing and information technology may be located in the given constructions.

Recreation and shopping centers

Trading zone “Shopping center”. Trading zone is represented by large trading centers. The project is proposed to create shopping boulevard, right and left of which are trading houses, service life, recreation area with elements of rehabilitation, various caf? of national food, etc.

Entertainment center “Sunrise”. The project developers propose to build in the western part of the city the park, where will be located town park with its area of fairy tales, ice cream cafe, place for active play, area to accommodate a circus . Below the town park there is located mini zoo park with aquariums, terrariums and enclosures with small mammals. Also in its territory it is scheduled to host an ethnographic study of a national park for the culture of peoples inhabiting on the territory of Kazakhstan.
